Not necessarily. I know college dudes (around 22 to 24) who wear their pants like Zac. Even a few of my male cousins in their 30s wear their pants like that. tbh his pants aren't sagging that low anyway.

There is something wrong with these guys. Why do they do it? It looks so stupid. In those pics on the balcony, his pants were UNDER his butt. How uncomfortable must that be? I've seen guys with the crotch down at their knees. They could barely walk. Oy.

I forgot to add that my brother even wears his pants that way. Even older men who go to my church wear their pants like that. Like not pants at the waste sagging, but somewhat sagging like Zac in these pictures. It's just something girls have to accept that guys do imo.

Honestly I don't mind when guys sag has long as it's not with dress pants, suits, etc. Oh and their underwear MUST be clean lol.
